Roof Permit Cost in Seminole County: Fees, Timelines and Who Pulls Them

A full roof replacement needs a permit in all eight of Seminole County’s building departments. Which one applies depends on the property address, not the mailing city. Each department sets its own fee, a licensed roofer normally pulls the permit, and larger jobs need a Notice of Commencement.

Which building department covers your address

Seminole County has eight: the county for unincorporated addresses and seven cities. Your mailing city may not be the one that issues the permit. Your tax bill or the Property Appraiser’s parcel record shows which applies.

Tap your department to see how it sets the fee, when the permit expires and the no-permit penalty.

Step two

Roof permit cost in Seminole County

There is no single county fee. Each department sets its own, and state surcharges go on top. Seven of the eight charge in one of three ways. Sanford posts its fee only inside its Citizenserve portal. Tap a method to see who uses it.

How the fee is worked out on a job

Each card shows how one department builds the fee, step by step, and links to its schedule. Tap a card to open it.

    1. A flat base fee
    2. Plus a charge for each $1,000 of contract value
    3. County fee resolution (PDF)
    1. A charge for each $1,000 of contract value, with a minimum
    2. A processing fee, figured as a share of the permit fee
    3. A plan review fee, also a share of the permit fee
    4. Oviedo Building Services
    1. Four separate percentages of the job value
    2. One each for application, permit, plan review and inspection
    3. The application and permit fees each have a minimum

Step three

How long a roof permit takes

  1. 5 business days

    The department decides

Under Florida statute 553.792, a roofing permit for roofing work valued under $15,000 on an existing single-family home gets a decision within 5 business days. Other complete residential applications under 7,500 square feet get 30. The fee drops 10% for each business day it runs late.

  2. 7:30 a.m. start

    The first inspection

In unincorporated Seminole County it comes once the old roofing is off, the wood deck (sheathing) is re-nailed and the waterproof layer (underlayment) is down. Inspectors start at 7:30 a.m. with a two-hour window.

  3. Signed affidavit

    The final inspection

The roofer turns in a signed reroof affidavit, a sworn statement about the work. Tile roofs can finish by virtual inspection or a notarized affidavit from a third-party licensed roofer.

Step four

Who pulls the permit, and the Notice of Commencement

Your roofer should pull it, and we do on our jobs. The City of Sanford calls it a red flag when a contractor asks the homeowner to. You can pull it yourself as an owner-builder (F.S. 489.103(7)) only if you live in the home, sign in person and do not sell or lease it for a year.

The Notice of Commencement (HB 331) is a form recorded with the county that marks the official start of the job. Lien rules count from that date. The building department cannot hold up your permit waiting for it.

$5,000Above this contract amount, Florida requires a Notice of Commencement.
  • Record it with the Seminole County Clerk before the first inspection.
  • It goes void if work does not start within 90 days.
  • Clerk eRecording usually takes 24 to 72 hours.

Roof permit questions in Seminole County

  • What happens if I replace a roof without a permit?

Longwood, Altamonte Springs, Lake Mary and Winter Springs add a penalty to the permit fee. Unpermitted work can also come up later, when a buyer or an insurer asks for the permit record. If an insurer is involved, see our roofing insurance claims page.

  • Do I need a permit for an emergency tarp?

We found no posted permit rule for a temporary tarp in any of the eight departments, and we cannot promise one does not exist. Call your building department. If water is coming in now, call us. We do emergency tarping.

  • Does the 25% rule decide whether I need a permit?

No. The 25% rule decides how much of a roof section must meet current code. It does not decide whether a permit is needed. If the roof was built or replaced under the 2007 Florida Building Code or later, state law (section 553.844) limits the code requirement to the repaired portion.

  • Which Florida Building Code edition applies to my roof?

The 8th Edition (2023) applies now. The 9th Edition takes effect December 31, 2026. The date of your permit application decides which edition applies.

  • How do I look up a roof’s permit history?

Search the permit records of the department that covers the address. A permit record dates the roof, which matters for insurance and for the 2007 code rule above.
